Sh. Madhaba Kumar Bisoyi received his education from Khallikot Autonomous College, Berhampur, Berhampur University. He continues doctorate in Political Science from University of Delhi, Delhi and qualified NET in Political Science in the year 2005. Along with the academic qualifications he also completed PG Diploma in Distance Education (PGDDE) from IGNOU.

In IGNOU he joined as Assistant Regional Director on 14th May, 2012 at Regional Centre, Rajkot, Gujarat. After, he has been transferred to IGNOU Regional Centre Koraput in the month of November 2012. Since then, he has been working in IGNOU RC Koraput. He has attended a lot of National and International Seminars and Workshops on different issues and areas of Disabilities and Education and has published research articles in reputed Journals. In Regional Centre he is looking after the conduct of Term End Examination, evaluation of assignments, evaluation of projects, transmission of assignment awards, project awards to the headquarters, conduct of practical sessions, Convocation, monitoring of student grievances etc.
